Electronic traffic tickets, or ETLE (Electronic Traffic Law Enforcement), mean offences can be recorded without a police officer on the spot. For rental scooters, this raises questions that often lead to disputes: who is the ticket sent to, when does it arrive, and who pays if you've already gone home? This article explains the process from camera to payment, your position as the renter, and how to avoid bills that turn up weeks later.

How ETLE works, from camera to fine

ETLE is a camera-based traffic enforcement system connected to the national system of Korlantas Polri (the Indonesian National Police traffic corps). In Bali it started on 28 November 2022, with cameras at a number of intersections and main roads, mainly in Denpasar and Badung. The process:

  1. The camera records the offence along with a photo of the number plate, the time and the location.
  2. Officers at the data centre (back office) verify the photo and match the plate with the vehicle registration data.
  3. A confirmation letter is sent to the owner's address on the STNK. In some regions a notice is also sent by electronic message to the registered number.
  4. The owner confirms via the official ETLE website or app whether they were riding or someone else was (for example a renter).
  5. After confirmation, a fine payment code (BRIVA) is issued. If it isn't confirmed or paid, the vehicle's STNK can be temporarily blocked.

Because of the verification and delivery steps, the letter can arrive anywhere from a few days to several weeks after the offence. That's where the rental-scooter problem comes in: by the time the letter arrives, the renter may already have gone home.

The offences most often recorded

OffenceExample on the roadLaw 22/2009 article (max. penalty)

Crossing the stop line / road markingsStopping beyond the white line at an intersectionArticle 287(1): fine Rp500,000
Using a phone while ridingReading the map with the phone in your handArticle 283: fine Rp750,000
Riding against trafficTaking a shortcut the wrong way down a one-way streetArticle 287(1): fine Rp500,000

The figures above are the maximum penalties under the law. The actual fine is set through the applicable ticketing process. For traffic rules and police checks in general, see Bali traffic rules & police checks.

Mount your phone in a holder and listen to Google Maps voice directions through one earphone. Holding your phone while riding is one of the easiest offences to get caught for on camera. The guide is at Google Maps navigation for scooter riders in Bali.

So who pays the fine on a rental scooter?

Administratively, the ETLE letter is addressed to the vehicle owner, because the data comes from the STNK. The Bali Regional Police traffic directorate has stated that rented vehicles remain the owner's responsibility, so rentals are asked to monitor their vehicles in the ETLE app. In practice, there are three possibilities:

SituationWhat usually happens
The rental checks for offences before the scooter is returnedThe rental shows the ETLE photo (date & time within your rental) and asks you to pay the fine
The letter arrives after you've gone home, with a written agreementThe rental contacts you with the photo evidence and asks for reimbursement, or takes it from the deposit if still held
The letter arrives after you've gone home, with no agreementThe owner bears it, as they must confirm and their name is on record

Renters acting in good faith should still pay if the evidence is clear: a photo of the plate of the scooter you rented, at a date and time when it was in your hands. What you should refuse is a bill without a photo, without a time, or outside your rental period.

How to protect yourself as a renter

  1. Record the handover and return times (photograph the dashboard with the time on your phone). This determines which offences are your responsibility.
  2. Ask about the rental's ETLE policy from the start: how they bill, how long the deposit is held, and whether photo evidence is provided.
  3. Ask for the ETLE photo if you're billed. A legitimate bill always has a photo, time and location.
  4. Don't lend the scooter to friends outside the agreement. Anyone's offence is still recorded against the plate of the scooter you rented.
  5. Pay through official channels. ETLE fines are paid with an official payment code, not by transfer to an officer's personal account.

On-the-spot tickets vs electronic tickets

The two are often confused. With an on-the-spot ticket (at a checkpoint or when stopped by an officer), you receive the ticket yourself, and the documents checked are the licence and STNK you are carrying. With an electronic ticket, nobody stops you; the offence only comes to light when the confirmation letter reaches the scooter's owner. So you might feel the trip went smoothly while a photo at an intersection has already been recorded.

Make sure your scooter's documents are complete for on-the-spot checks; here's how: checking a rental scooter's STNK & plates.

How to check for electronic tickets yourself

You can check whether a scooter's plate has a recorded offence on the national ETLE website of Korlantas Polri by entering the registration number, engine number and frame number as shown on the STNK. These details are on the rental scooter's STNK, so you can check before returning the scooter if the rental allows. Remember that new offences may only appear a few days later, after verification.

Important: beware of WhatsApp messages with APK files claiming to be traffic tickets. Official ETLE letters never ask you to install an app from a private message. Ignore and delete such messages.

How ETLE relates to your deposit

Some rentals hold back part of the deposit for a few days in case of electronic tickets. This is reasonable if it's mentioned at the start and the time frame is clear. What isn't reasonable is holding the deposit indefinitely or making deductions without evidence. Details on deposits are in deposit, insurance & damage on a Bali scooter rental, and the return process is covered in returning your rental scooter.

Conclusion

ETLE doesn't care whether a scooter is rented or privately owned: the plate gets recorded, the owner gets contacted, and the renter gets asked to pay if there's evidence. The cheapest approach stays the same: helmet buckled, stop before the stop line, hands off your phone. When you book a Bali scooter rental, ask about the electronic ticket and deposit policy so there are no surprises after your holiday. If you'll ride a lot in town, choose a Denpasar scooter rental or Kuta scooter rental with the rules in writing.

FAQ

Frequently asked questions

Is ETLE in force in Bali?

Yes. ETLE started in Bali on 28 November 2022, with cameras at a number of intersections and main roads, mainly in Denpasar and Badung.

Where is the electronic ticket for a rental scooter sent?

To the vehicle owner at the address on the STNK data, usually the rental owner. The owner then confirms who was riding.

Does the renter have to pay an electronic ticket?

If the rental can show a photo of the offence with that scooter's plate during your rental period, it's fair for you to pay. A bill without a clear photo and time can be refused.

What happens if an ETLE letter is ignored?

The vehicle's STNK can be temporarily blocked until confirmation and payment of the fine are completed, making it hard for the owner to pay tax or renew the STNK.

How do I check for an electronic ticket?

Through the national ETLE website of Korlantas Polri, using the registration number, engine number and frame number as on the STNK. New offences may appear a few days after the event.
