The question "can tourists still rent a scooter in Bali?" has come up again since the Bali provincial government presented a new draft tourism bylaw in April 2026. This article sums up what the proposed rule says, its status as of 12 October 2026, the rules already in force today and what renters should do. Every fact refers to the sources listed at the end of the article.

What does the 2026 proposal say?

At a plenary session of the Bali DPRD on Friday 24 April 2026, Vice Governor I Nyoman Giri Prasta delivered Governor Wayan Koster's explanation of the Bali Provincial Draft Bylaw on Quality Bali Tourism Business Governance. According to detikBali, the bylaw "will later ban tourists from renting motorbikes".

  • Reason: to keep tourists safe and comfortable during their stay in Bali, including cutting down on traffic violations.
  • Alternatives: the provincial government points tourists to four-wheeled vehicles that meet safety standards and to licensed travel agencies.
  • Penalties & details: not yet set. Giri Prasta said the penalties "need to be discussed together" with the DPRD.

Is it in force yet?

There is no evidence it is in force yet. The DPRD factions gave their general views on the draft at a plenary in April 2026, and the provincial government responded on 24 April 2026. As of publication (12 October 2026) we have found no news report or JDIH (official legal database) document saying the draft has been passed, given a bylaw number and taken effect. We will update this article if anything changes.

Before you travel, check the official channels of the Bali provincial government (baliprov.go.id) or the Bali DPRD. Don't trust forwarded messages that quote a start date without a bylaw number.

Rules already in force today

  • A licence is mandatory. Riding without one can lead to up to 4 months' imprisonment or a fine of up to Rp1,000,000 (Law 22/2009, Article 281). Foreign tourists bring their home licence + an International Driving Permit (IDP) that covers motorcycles.
  • SNI helmets are mandatory for rider and passenger (Law 22/2009, Article 106 paragraph 8).
  • The foreign tourist levy of Rp150,000 per person per visit has applied since 14 February 2024, paid via Love Bali.

Full details are in Bali scooter rental requirements, scooter rental for foreign tourists and Bali traffic rules & police checkpoints.

What does it mean for scooter renters?

  • Domestic & foreign tourists who meet the licence and helmet requirements can still rent a scooter while the draft is not in force. Choose a rental that records your ID and hands over the STNK (registration card) — read trusted Bali scooter rentals.
  • Booking far ahead (2027)? Ask about the cancellation terms in case the rules change before your rental date.
  • No licence or unsure? Consider car rental with a driver or compare options in scooter vs ride-hailing vs car rental.
