Many people ask whether they can rent a scooter in Bali without a licence, because some rentals don't check strictly. The short answer: legally you may not ride it, and the risks cost far more than the rental. This article explains the rules clearly, what's at stake, and transport options that stay practical if you don't yet have the right licence.

The rule: every motorbike rider needs a licence

Law No. 22 of 2009 on Road Traffic and Transport (UU LLAJ), Article 77(1), requires everyone driving a motor vehicle on the road to hold a licence (SIM) for that type of vehicle. For motorcycles, that means a SIM C. The rule applies equally to locals, domestic tourists and foreign tourists, including when riding a rented bike.

OffenceLegal basisMaximum penalty
No licenceArticle 2814 months' detention or a Rp1,000,000 fine
Licence held but not carriedArticle 288(2)1 month's detention or a Rp250,000 fine
Not carrying the STNK (registration)Article 288(1)2 months' detention or a Rp500,000 fine
Not wearing an SNI helmetArticle 291(1)1 month's detention or a Rp250,000 fine

These are maximum penalties; the actual fine is decided through the official ticketing (tilang) process. An expired licence is also invalid — treat it the same as having no licence. How police checks work and how to behave when stopped are covered in Bali traffic rules and police checks.

Which licences are valid for motorbikes in Bali?

  • Indonesian citizens: a valid SIM C. A SIM A (car licence) does not cover motorcycles.
  • Foreign tourists: a home-country licence that covers motorcycles plus an International Driving Permit (IDP) listing the motorcycle category. An IDP without your home licence, or an IDP for cars only, is not enough. Details in scooter rental for foreign tourists.
  • Long-stay foreigners: holders of a stay permit (e.g. KITAS/KITAP) can apply for an Indonesian licence under police regulations. Ask the local licensing office (Satpas) for the latest requirements.
  • Age: a SIM C can only be issued from age 17, so teenagers under 17 may not ride a rented scooter.

Risks people underestimate

1. Insurance becomes void

This is the biggest risk. Many travel insurance policies exclude accidents while riding a vehicle without a valid licence. So if you crash and need treatment, the hospital bill — which for broken bones or evacuation can run into tens or even hundreds of millions of rupiah — may be entirely yours to pay. Check your own policy terms.

2. Liability for damage and third parties

Damage cover from the rental, where offered, generally also requires the renter to hold a valid licence. Without one, you're in a weak position in any dispute over bike damage or an accident involving others. Learn how it works in deposits, insurance and damage on rented scooters.

3. Safety

A licence isn't just paperwork; getting one tests basic riding skills. Bali's roads have sharp bends, steep hills, narrow lanes and heavy traffic. Inexperienced riders are the ones who crash most often here. If you're still learning, practise first somewhere safe with an experienced rider, and consider the alternatives below first.

A rental that doesn't ask for your licence doesn't make you safe. You, as the rider — not the rental — still pay for tickets, hospital bills and damage.

Legal alternatives if you don't have a licence

OptionBest forNotes
Ride-hailing motorbike (ojek)Short trips around townBook via app; some tourist areas restrict pick-up points
Taxi / ride-hailing carTwo to four people, travelling with luggagePricier than an ojek, but comfortable in the rain
Car with driverFull-day tours to Kintamani, Bedugul, East BaliPriced per day, the driver knows the routes; see Bali car rental
Tourist shuttle between townsChanging base, e.g. Kuta → Ubud or to the harbourCheap for one-way trips
Guided day tourFar-flung destinations in one dayConvenient, but a less flexible schedule

Remember too that handing your rented bike to someone without a licence — a travel companion, for example — still makes you, as the renter, liable towards the rental. Only the people whose names are recorded and whose documents were checked at handover should ride the bike.

What if you're caught at a police check without a licence?

Pull over calmly, switch off the engine, and show the documents you have. Riding without a licence is handled through an official ticket (tilang); follow the procedure and ask for the ticket slip. Don't offer "peace money" (an on-the-spot bribe) — besides being illegal, it doesn't solve the main problem: you still may not continue as the rider. Ask a companion with a licence to take over the bike, or call the rental to collect it.

Still want to ride? Do it properly

  1. Foreigners: get an IDP with the motorcycle category in your home country before you travel — it can usually only be issued in the country that issued your licence.
  2. Indonesian citizens: get a SIM C at the Satpas office for your area or another available licensing service; prepare your ID card (KTP), a health certificate and the psychological test as required.
  3. Rent from a rental that asks for documents. A rental that asks for your licence and ID shows it runs things properly. Send a request via the scooter rental in Bali page and have your licence ready at handover.
  4. Start with a light bike such as the Honda BeAT and calm routes such as Sanur or Nusa Dua.

The full list of documents for handover is in Bali scooter rental requirements.

FAQ

Frequently asked questions

Can I rent a scooter in Bali without a licence?

Legally you may not ride it. Law 22/2009 requires motorbike riders to hold a SIM C, with a penalty of up to 4 months' detention or a fine of up to Rp1,000,000 (Article 281).

Can a car licence (SIM A) be used for a motorbike?

No. A SIM A is for cars only. Motorbikes require a SIM C or, for foreigners, a home licence + an IDP listing the motorcycle category.

Are foreign tourists allowed to ride scooters in Bali?

Yes, provided they carry a home-country licence covering motorcycles and an International Driving Permit with the motorcycle category, carry the STNK and wear an SNI helmet.

What are the alternatives if I don't have a licence?

Ride-hailing bikes or taxis for short trips, a car with driver for full-day tours, and tourist shuttles for moving between areas.
